PSDM 08-50--CY 2009 Quarterly Captain Selection Process
New policy eliminates the actual board conducted at AFPC. All other
processes remain intact. This process places primary responsibility for
determining an officer's readiness for promotion to Captain at the MAJCOM or
equivalent level.
PSDM 08-50--CY 2009 Quarterly Captain Selection Process
Field Leaders
The 2002 National Defense Authorization Act (NDAA) authorized service
secretaries to eliminate central selection boards for promotion to captain
where the promotion opportunity is 100%. The Secretary of the Air Force
determined the Air Force would implement this process as policy. The
captain selection process eliminates the actual board conducted at HQ AFPC.
All other responsibilities such as producing eligibility lists, collecting
records of performance (ROP), identifying directed by headquarters (DBH)
officer performance reports (OPRs), preparing “do not promote” (DNP)
recommendations, and obtaining Management Level (ML) approval remain intact.
This process is not like promotion to first lieutenant, where officers
automatically appear on a monthly promotion roster for promotion after two
years time in grade. This process places the primary responsibility for
determining an officer’s readiness for promotion to captain at the MAJCOM or
equivalent level.

National Aquarium in Baltimore
As a thank you to active duty service members, Pentagon Services

Allen Edmonds Sale - Wed, 5 Nov

USAF Band Concert
Starting Monday, 3 Nov, Services will distribute tickets to the
Air Force Band's Holiday concert "Simple Gifts". The 3 performances at the DAR
Constitution Hall are: Saturday, 6 Dec at 3 pm and 7:30 pm, and Sunday, 7 Dec at
3 pm. Admission is free.
US Capitol Visitor's Center
The U.S. Capitol Visitor Center has extended an invitation to
the military community to visit the Center before the official public opening.
These test tours will act as trial runs for the Center staff in preparation for
their opening. The test dates are: 5-8 Nov, 11 Nov, 14 & 15 Nov and 19-22 Nov.
You must be a DOD ID card holder to participate and you must RSVP and get a
confirmation for a specific date and time. If you are interested, please
contact Pentagon Services for full details.

Pentagon MPF Relocation
ALCON,
Effective 14 Nov 08, we will begin our move to our new location in Corridor
10. Our new offices will be located in 5C1049. During this time, the
DEERS equipment will be moved and the relocation will take 3 days.
Important note--Our DEERS access (CAC cards) will be down from 18 Nov -21
Nov 08.
The MPF, Airman and Family Readiness, Testing, and Finance at the Pentagon
will all be relocating to the same location, 5C1049. The centralization of
our customer service functions should be a plus for everyone. We will be
closed during this time except for emergency situations. Please plan
accordingly and we apologize now for any inconvenience this may cause.
Military Appreciation Nights
Capitals Special - 10 Nov
Pentagon Services has 50 discount seats for the Capitals vs
Tampa Bay on Monday, 10 Nov at the Verizon Center. Our tickets will go on sale
this Thursday, 30 Oct, first come- first serve to our Pentagon assigned Air
Force members. Any ticket remaining after the first day will be sold to any
interested customer. The seats are in Sec. 104 for only $35 each (regularly $80
each), plus you will receive a coupon for one free burrito from Chipotle's for
every ticket purchased. There will be a limit of 6 tickets per person while
there is a line.
Wizards Special - 12 Nov
Pentagon Services still has discount tickets available for
Military Appreciation Night on Wed, 12 Nov against the Utah Jazz. These tickets
are located in the lower levels for only $41 each (regularly $102 each!).

Personnel center adds new mission; helps veterans, VA

RANDOLPH AIR FORCE BASE, Texas - Air Force officials announced an added mission
for the Air Force Personnel Center here beginning Oct. 30 to improve the
accountability of medical records and aid in the timely processing of veterans'
disability claims.
Starting with Randolph AFB as the test base, AFPC will collect and then transfer
Health Treatment Records (medical and dental records forwarded together) to the
servicing Department of Veterans Affairs location of retired and separated
Airmen who left the Air Force after Sept. 1, 2008.
The new mission, directed by the Office of the Undersecretary of Defense, will
capitalize on a policy announced in 2007 to hold medical and dental records at
medical treatment facilities 30 days past an Airman's date of separation to
capture documentation from medical appointments and procedures toward the end of
a member's service. The policy directs all services to transfer medical and
dental records to the DVA from a "centralized personnel out-processing
location." Therefore, the mission was assigned to AFPC.
"This is not a scanning or storage operation like unit personnel records, but an
initiative to ensure complete Health Treatment Records and any late-flowing
documents are sent to the VA," said Barbara Duggan, AFPC Records Branch Quality
Assurance.
In the case of a late flowing document, if such a late-flowing medical document
is forwarded to AFPC by an MTF, the Center can confirm the record was, or was
not, already sent to the DVA by annotating a form letter to help ensure a
complete record for our Airmen.
"We've worked with the VA to ensure expeditious processing of these late-flowing
documents," Ms. Duggan said. "This could be the one document an Airman needs
that is holding up their VA disability claim."
Airmen do not have to wait until after they separate or retire to file a
disability claim with the DVA. They can file up to six months in advance
providing they can be available for DVA medical appointments. In these cases,
Airmen can request a copy of their records from their servicing MTF to provide
to the DVA. Then, following the new guidelines, the Airman's MTF holds the
original record until 30 days after separation or retirement when it is sent to
the AFPC Health Treatment Records Central Cell.
"Although the medical records mission is an accountability and transfer function
versus scanning, we are confident we will provide a valuable service to the
member and to the VA," said Sharon Hogue, Master Personnel Records Branch chief.
"When Airmen's medical records are transferred by the Air Force Personnel
Center, we will be their advocate if the records are misrouted at some point in
the transfer process."
AFPC's new Total Force mission will soon provide accountability for medical and
dental records for all retired or separated Airmen - active, Guard and Reserve.
The effective start date for members of the Guard and Reserve will be announced
later this fall.
